Paul Brown is Vice President and Deputy General Counsel of the Blue Cross and Blue Shield Association (BCBSA), a national federation of 39 independent, community-based and locally operated Blue Cross and Blue Shield companies. The Blue System is the nation's largest health insurer covering more than 102 million people – one-in-three of all Americans. It is the largest single processor of Medicare claims in the nation, and holds the world's largest privately underwritten health insurance contract – the 4.9-million-member Federal Employee Program (FEP).
He is also the Managing Director of BlueCross BlueShield Ventures, Inc., a $100 million strategic corporate venture fund formed by 11 Blue Cross and Blue Shield Plans to invest in emerging companies that will bring greater innovation, efficiency, consumer-focus and transparency to healthcare.
In his role as Vice President and Deputy General Counsel of BCBSA, Brown manages the day-to-day operations of BCBSA's 20-attorney Law Department. Along with BCBSA's General Counsel, Brown provides legal advice to BCBSA's CEO, Board of Directors, Board standing committees and senior BCBSA staff. He also advises on matters of corporate governance, intellectual property, antitrust and competition, government programs, contracts, employee benefits and employment law.
Brown graduated magna cum laude from the University of Utah with dual bachelors' degrees in Philosophy and Political Science. He received his law degree, cum laude, from Northwestern University School of Law.
After graduation from law school, Brown served a one-year term as a law clerk to the Hon. James L. Ryan of the United States Court of Appeals for the Sixth Circuit. Prior to joining BCBSA in 2002, Brown was a partner in the Chicago office of Kirkland & Ellis. |
